how do you paint like this?

At the 2012 Indy Motorcycle Expo I saw a few motorcycles and while they were nice, this one stood out. How do you do a paint job like this? Maybe it's easier than I think but I doubt it. Anyway I'm sharing the pictures. Even though this paint job is not my style, I'm still impressed by it.
